That is going to depend on a lot of things, so there is not a definitive yes or no answer possible for this question.
First of all, if they were born several minutes apart, they will have different charts. Also, if they were born in a moving vehicle, like a car or train, their charts will be different. Additionally, even if they are born mere seconds apart, they will have different charts if the moon, sun, or a planet is entering a new sign or degree at the time of the 2nd birth. However, most births are not recorded down to the second, so it is unlikely one would know unless they planned to know ahead of time and made preparations.
But, if they were born in rapid succession, and the sun/moon/planets were not changing sign or degree, and they were born in a stationary location, than their charts will be the same.
